Information for the drivers of MNE vehicles travelling abroad

The drivers of MNE vehicles which are insured and registered, when entering and using their vehicles on the  territories of the countries, members of Green Card System, are/are not obliged to possess motor third party liability international insurance policy, depending on the contractual relations between Association – National Bureau of Montenegro Insurers and other National Bureaus.

Furthermore, depending on the contractual relations, MTPL (motor third party liability) international insurance card is considered to be – green card of registration plate (MA – registration plates section).

• Green Card

The contractual relations between Association – National Bureau of Montenegro Insurers and other National Bureaus of certain countries, members of the Green Card System, are based on the valid green card. 

Valid international proof of MTPL (motor third party liability) insurance for MNE vehicles is a documents known as green card (international motor insurance card), printed on a green paper and has to be presented in a paper (not electronic) form. It is issued by MNE insurers where a vehicle is insured. The green card displays all international letters of the countries, members of the Green Card System, and the international letters of the countries where the vehicle is used must not be crossed out.

The drivers of MNE vehicles have to possess valid green cards when entering and using their vehicles in the countries members of the Green Card System. The green card is subject to control by the competent authorities.

• MA or so called registration plates section

The contractual relations between Association – National Bureau of Montenegro Insurers and other National Bureaus of certain countries member of so called registration plates section is based on the Multilateral Agreement (MA) stipulating registration plates as valid international insurance proof. Therefore, drivers of MNE vehicles do not have to possess green card when entering and using their vehicles in countries signatories of MA.   

The obligation of check / control of the green card for the drivers of MNE vehicles have been abolished by the competent authorities of the countries members of the registration plate section.

The valid proof of insurance for the drivers of MNE vehicles is their registration plate.

Certain types of vehicles are excluded from the provisions of the Multilateral Agreement – military vehicles, agriculture machines, vehicles without registration plates. Therefore, the drivers of the mentioned vehicles are obliged to possess either green card or frontier insurance when entering county, member of the registration plate section.  

• Proof of insurance for the territory of Kosovo

The drivers of MNE vehicles, as of 1^st July 2021, when entering and using their vehicle on the territory of Kosovo must possess valid green card as proof of MTPL (motor third party liability) insurance, based on the Memorandum of Understanding signed between Association – National Bureau of Montenegro Insurers and Kosovo Insurance Bureau.

If the drivers of MNE vehicles are not in a possession of a valid green card when entering the territory of Kosovo, they are obliged to buy frontier insurance at the border.

• Frontier insurance

The drivers of MNE vehicles when entering countries which are not members of the so called registration plates section of the Green Card System (table 1) and are not in a possession of a valid green card are obliged to buy frontier insurance at the border of the visiting country.
