Information for the drivers using vehicles bearing foreign registration plates when entering the territory of Montenegro

The drivers who enter the territory of Montenegro and use their vehicles normally based abroad, that, the vehicles bearing foreign registration plates, are obliged to possess motor third party liability international insurance policy valid for the territory of Montenegro which displays international letters “MNE” not crossed out.

Depending on the contractual relations between Association – National Bureau of Montenegro Insurers and other National Bureaus of the countries, members of the Green Card System, the valid proof of MTPL (motor third party liability) insurance for the vehicles bearing foreign registration plates for the territory of Montenegro is international card – green/white card of registration plate (MA – registration plates section).

• Green/White card

The contractual relations between Association – National Bureau of Montenegro Insurers and other National Bureaus of certain countries, members of the Green Card System, are based on the valid green/white card. 

Valid international proof of MTPL (motor third party liability) insurance for vehicles bearing foreign registration plates is a document known as green/white card (international motor insurance card), that may be printed on a green or white paper, not exceeding A4 format and has to be presented in a paper (not electronic) form.

The drivers of vehicles bearing foreign registration plates have to possess valid green/white cards coming from the following countries, members of the Green Card System:

• MA or so called registration plates section

The contractual relations between Association – National Bureau of Montenegro Insurers and other National Bureaus of certain countries members of so called registration plates section is based on the Multilateral Agreement (MA) stipulating registration plates as valid international insurance proof. Therefore, drivers of vehicles bearing registration plates of the countries, signatories of MA, do not have to possess green/white card when entering and using their vehicles in Montenegro. 

The valid proof of insurance for the drivers of vehicles bearing registration plates of the countries, members of registration plates sections of the Green Card System, is their registration plate.

Certain types of vehicles are excluded from the provisions of Multilateral Agreement – military vehicles, agriculture machines, vehicles without registration plates. Therefore, the drivers of the mentioned vehicles are obliged to possess either green/white card or frontier insurance concluded with one of MNE insurers which transact MTPL (motor third party liability) insurance when entering Montenegro.

• Kosovo vehicles

The drivers of the vehicles bearing Kosovo registration plates, as of 1^st July 2021, need to possess valid Kosovo plus insurance policy to enter and use their vehicles in Montenegro, based on the Memorandum of Understanding signed between Association – National Bureau of Montenegro Insurers and Kosovo Insurance Bureau.

Kosovo plus policy is a special type of MTPL (motor third party liability) insurance issued by Kosovo insurers and is used for countries of the region, bearing in mind the fact that Kosovo Insurance Bureau is not a member of the Council of Bureaux, Green Card System, and its members cannot issue green/white cards.

If the drivers of Kosovo vehicles are not in a possession of a valid Kosovo plus policy when entering the territory of Montenegro, they are obliged to buy frontier insurance from Montenegro insurers which transact MTPL (motor third party liability) insurance.  

• Frontier insurance

The drivers of the vehicles bearing registration plates of the countries which are not members of the Green Card System (countries not appearing in either table 1 or table 2), as well as the vehicles bearing registration plates of the countries which are not members of the so called registration plates section of the Green Card System (table 1), if are not in a possession of a valid international insurance card (green/white card) when entering Montenegro, are obliged to buy frontier insurance from Montenegro insurers which transact MTPL (motor third party liability) insurance covering the whole period of their stay in Montenegro.
